函數功能

檢查對象是否在指定距離之內（且面向目標對象）

參數說明

• CharIndex：數值型 自身對象index。
• TargetCharIndex：數值型 目標對象index。
• Distance：數值型 距離

返回值

0: 不在距離內 1: 在距離內
